Since 2004, Piling Obrang Vidyo (POV) has been a space for a lot of student filmmakers to create their mark - have their voice heard and a chance to exhibit their short films on the big screen. Since then, POV has become a platform to empower the stories of the Filipino youth.

In its 22nd year, POV XXII remains resonant and vivid with the theme Kalampag ng Kulay. This edition positions cinema as a space of disruption, one that refuses to be silent and asserts on being felt. Rooted in youth perspectives and emerging voices, the festival highlights how student filmmaking challenges conventions and pushes the boundaries of storytelling. Kulay affirms the many forms cinema can take, celebrating expression, emotion, and the hues of visual storytelling. Kalampag speaks to cinema’s loudness and its power to unsettle and disrupt. Together, when sound and image collide, they create an impact that shakes the world within and beyond the screen.

This year, POV will also hold PeliKolektibo, a program for budding high school film critics of any medium where they get to undergo a series of workshops, consultations, and critique sessions.

In a time when colors of truth are being bleached from the public, when the machinery of power works to mute every dissenting hue into a uniform and obedient grey, filmmakers do not have the luxury of neutrality. Filmmakers are here to stain, to bleed color into every crack of a world that demands their silence. Kalampag ng Kulay is a provocation. It is the insistence that cinema must be loud, must be chromatic in its rage, must refuse the comfortable greyness of complicity.
